Seriously who is this?! Yep it's Strobe Lights. I haven't drawn her in forever!
The picture idea is that she's looking up to see if Neon Song has gotten the balloons in the right spot for another party. This one is a surprise for her parents, Neon Lights and Vinyl Scratch.
Since I got obsessed with making a dreamselfy,
helped me out with adding her cutiemark and resizing the mane and tail that I had already drawn out. I did the rest besides the base.
